When proposals exist
Nothing can be proposed or voted on in this world yet; governance arrives with a later law. This is what an entrenched proposal — one that changes who may vote or propose — will look like here: one bar for each kind, because such a law needs a majority inside each kind as well as two thirds overall (part 1 §7.1a). The example below is a made-up proposal, drawn by the same function that will draw the real ones.
